Will hairspray really keep a chalk pastel picture from smearing?

I've heard it will but I've been trying to use it to keep one of my picture from smearing and so far it hasn't worked too well. The picture is generic chalk pastel on cardboard. So will the hairspray really work and if so, how do I use it correctly?
