Already started potty training, but what do I do about this?

My two year old and three year old girls are in the process of potty training and they are seriously dragging their heels, but when I go to wake them up in the morning, I find that not only had they both taken their pull ups off, but they had played in their pooh. What can I do to get them to stop doing this? I've tried bribes to make the potty training go faster but to no avail. I didn't have this problem with my 4 year old, so what do I do? Someone help!!!
